moved Amendment No. 68:"Page 18, line 21, at end insert—" ““(   )   The Secretary of State must not make an order or regulations containing (with or without other provision) any provision that he is authorised to make under this section unless a draft of the order or regulations has been laid before Parliament and approved by a resolution of each House.”” On Question, amendment agreed to.
