Identity Cards Bill

My Lords, I hate to interrupt the noble Lord, but I made it plain in answering a recent Question in your Lordship’s House that the proposition which the noble Lord sets out is complete nonsense. Photographs are only ever taken by valuation officers with the express authority of the occupier.
