My Lords, I fear that my legal intelligence may be much exercised and long in years, but it has always had a lumpen quality about it. I still do not follow the Minister’s arguments but no doubt I will when I look at them in Hansard. If I do not, I shall certainly not refrain from bringing the amendment back at the next stage, especially as I have had a great deal of support from other noble Lords. However, at this moment, I beg leave to withdraw the amendment. Amendment No. 78, as an amendment to Amendment No. 77, by leave, withdrawn.
