Identity Cards Bill
My Lords, I know the noble Lord is a wily fox who has been trying to lead poor Ministers astray, to bind their governments in a way that is improper, for many years. But I am, unfortunately, old enough to recognise the ploy when I see it. It is a trap into which I do not intend to fall.
