Proceeding contribution from Earl Peel (Conservative) in the House of Lords on Monday, 27 February 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Natural Environment and Rural Communities Bill.

Natural Environment and Rural Communities Bill

I have a lot to say on this issue, but given the time and the fact that the Government have withdrawn the amendment, I shall not begin to approach any of the points that I was going to make. It is despicable that legislation of this magnitude is introduced into the Committee stage of a Bill in this House, and which has not been scrutinised in another place. This is no way to conduct legislation. It is hugely important legislation, which diminishes national park status. I do not agree with the noble Lord, Lord Judd, but I shall not debate the issues now. I simply want to say that this is not the correct way of dealing with legislation of this magnitude.
