Proceeding contribution from Lord Bach (Labour) in the House of Lords on Tuesday, 28 February 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Natural Environment and Rural Communities Bill.

Natural Environment and Rural Communities Bill

I want to give the noble Viscount an answer, but I should interrupt him for a moment. I am not absolutely certain to which aspect he is referring. Is it to local authorities and the way that they deal with these issues, or have I misheard him?
