Natural Environment and Rural Communities Bill

It has been very helpful to air the use of volunteers, because it is becoming much more widespread. I thank the Minister for explaining the details as she sees them. This remains a slight puzzle to me that when the functions are carried out by an employee of the local authority, the officer is responsible. Why, therefore, if proper conditions were laid out and a volunteer were asked to do it, would the officer of the local authority would still not be responsible? It is a subject that bears considering and I am grateful that we have been able to do so. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
