Proceeding contribution from Viscount Eccles (Conservative) in the House of Lords on Tuesday, 28 February 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Natural Environment and Rural Communities Bill.

Natural Environment and Rural Communities Bill

I am grateful to the Minister for that full reply. I am not sure whether it is an administrative point. He mentioned correctly the need to publicise. Nevertheless, I would be grateful if he would look into the difficulty one has in finding copies of directions that have been made. The Printed Paper Office does not seem to think that it is its responsibility because there is no parliamentary procedure. The Library has a struggle; and when one asks a Written Question about directions one is asked to go to the body concerned and ask its representatives to tell one what directions they have received. That seems a roundabout route for what could be in certain circumstances used in a number of different ways. I would like to repeat that it is being used in different ways by different Secretaries of State, so there is a concern—which the Minister has satisfied me is not a problem in this case. I will not pursue my Motion that Clause 88 shall not stand part of the Bill. Clause 88 agreed to. Clauses 89 to 91 agreed to.
