Proceeding contribution from Lord Northbourne (Crossbench) in the House of Lords on Thursday, 9 March 2006. It occurred during Debate on bill and Committee proceeding on Work and Families Bill.
Work and Families Bill
It may be helpful if I intervene at this point rather than later. I hesitate to say that the Minister is wrong, but since 2003—I forget in which piece of legislation—it has been possible for the father to sign the birth register and automatically have parental responsibility for the child. I am fairly sure of my facts.
