moved Amendment No. 5:"Page 3, line 5, at end insert—" ““( ) No regulations made under this section may be made unless a draft statutory instrument containing the regulations has been laid before and approved by a resolution of each House of Parliament.”” The noble Baroness said: In moving Amendment No. 5, I shall also speak to Amendments Nos. 7, 8, 10 and 12 together.
