Climate Change and Sustainable Energy Bill

No one has suggested that different greenhouse gases have different impacts, although the rate of emission obviously varies from greenhouse gas to greenhouse gas. The greenhouse gases specified by the Bill are those that we are signed up internationally to monitor and seek to reduce. Once again, the hon. Member for Christchurch seeks to broaden the debate beyond what the Bill is intended to do. Indeed, he has challenged the basis on which we have signed up to the Kyoto protocol. He may agree with the right hon. Member for Bromley and Chislehurst (Mr. Forth) that we should not be signed up to the Kyoto protocol but we are and we have commitments. It is therefore only fair to ensure that we have mechanisms in the UK to monitor our performance on them.
