That was my reading of the Bill. Clause 9(6) explicitly says that a dwelling house"““does not include a building containing one or more flats, or a flat contained within such a building””," and it goes on to define a flat. It is not until clause 16, as my hon. Friend said, that community energy projects appear in the Bill. It is therefore important to maintain the distinction between the so-called microgeneration required for domestic dwellings and so-called community energy projects. I am sure that that distinction will emerge much more clearly as the debate proceeds.
