Proceeding contribution from Lord Hanningfield (Conservative) in the House of Lords on Thursday, 23 March 2006. It occurred during Debate on bill and Committee proceeding on Electoral Administration Bill.
Electoral Administration Bill
I thank the Minister for that reply. We have always suggested that there should be only two systems on one day; we were not trying to discuss the merits of any system. Even in somewhere like Essex, when we had the European elections, county council elections and parish council elections, there were only two systems of voting, but there was still confusion, particularly for the elderly. One could watch them and see the confusion. Then, of course, some of them do not vote. Watching the election count, one saw many spoilt papers.
