moved Amendment No. 114A:"After Clause 38, insert the following new clause—" ““EXTRA PROVISION FOR COLLECTION OF POSTAL VOTES    There shall be available in each constituency until, and including, polling day, a ballot box at which postal votes may be cast in person.”” The noble Baroness said: This small amendment would encourage the casting of postal votes which had passed the submission date. It is intended for people who had forgotten to post their postal vote and realised too late that they had not sent it by post. Having done that, if they were able to go to the polling station in person they would be entitled to attend there in the normal way and cast their vote. It is a sensible amendment that removes what seems to be an oversight in the present law. The vote could be cast only by that person and not by a proxy. Combined with the other proposals for compulsory personal identifiers for postal voters, the chances of fraud would be greatly diminished. I beg to move.
