Electoral Administration Bill

I draw attention to the fact that the group includes Amendment No. 117, to which my noble friend has spoken and which is allied to the amendment that we are discussing, but which raises a free-standing point. It might be relevant to have a response on that, because it relates to the Electoral Commission and the weight that has to be placed on the advice that it gives, because the Secretary of State has to consult it.
