moved Amendment No. 117A:"Page 55, line 18, after ““list,”” insert—" ““(   )   a person registers for a postal vote before or during the election,”” The noble Lord said: This amendment would ensure that a marked list of those who had voted by post is made available and includes a record of all the provisions that are newly made in this Bill. Given that it will be easier to vote by postal votes closer to the date of poll, it seems sensible that those who register to vote during the election campaign should be added to the list, just as those who have registered beforehand are. This will provide an extra safeguard against fraudulent abuse of the postal voting system and ensure that if any fraud on the scale of Birmingham were ever to happen again, there would be the fullest record possible that could be used in tracking down those whose right had been abused. The knowledge of this marked list in electronic form would provide a useful deterrent for those considering electoral fraud. The amendment is a simple suggestion that seeks to redress an oversight in the Bill. I beg to move.
