My Lords, obtaining comparable numbers of students to those in European universities has been a central plank of the Government’s argument for expanding the cohort of our young in higher education to 50 per cent—but in circumstances where, as the Statement says, no continental university in the EU is in the top 20 in the world. Are the Government minded to transfer some of those scarce resources from encouraging weak students to try non-rigorous subjects to reinforcing the universities that we have that are capable of competing globally?
