Government of Wales Bill
In that case, the noble LordĀ agrees with me that, in effect, the Assembly is making primary legislation. If the Secretary of State has absolutely no discretion to do anything other than to table the order at Buckingham Palace, without reference to the Westminster Parliament, the Welsh Assembly measure is effectively primary legislation. Would the noble LordĀ agree?
