Proceeding contribution from Lord Roberts of Conwy (Conservative) in the House of Lords on Wednesday, 3 May 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Government of Wales Bill.

Government of Wales Bill

The noble Lord is saying that the question for a referendum under Part 4 is as simple as he put it: do people want the Welsh Assembly to have primary legislative powers? That precise question is equally applicable to Part 3, which grants primary legislative powers. It is only a question of quantity, as opposed to quality.
