Proceeding contribution from Lord Davies of Oldham (Labour) in the House of Lords on Wednesday, 3 May 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Government of Wales Bill.
Government of Wales Bill
We can all play games with this at this stage. The noble Lord’s approach is rather more populist than the more sophisticated one of the noble Lord, Lord Norton. It seems to the Government that it is exceedingly difficult to identify with clarity the nature and basis of the referendum. It is for the Opposition to prove their case because their amendment contains this requirement. The Government’s position is that the amendment should be withdrawn because the case is not established.
