Company Law Reform Bill [Lords]

A moment ago the Secretary of State said that the information in the business review would be a valuable guide for investors. However, Lord Sainsbury of Turville said in the other place that the purpose of the review was to inform members of the company. He said:"““It is not designed to help individuals decide on investment decisions, nor is it targeted at the wider public in the sense that they should feel entitled to rely on it.””—[Official Report, House of Lords, 10 May 2006; Vol. 681, c. 920.]" Does not that exactly contradict what the right hon. Gentleman just said? Does it not define the problem involved in shifting from an operating and financial review to a business review?
