Armed Forces Bill

I am grateful for the Minister's response to my amendments, but precautions are taken to ensure that panel members are not in the same chain of command as the accused. If the accused is in one division, the panel members cannot be in that division. There are obvious reasons for that. However, how can the accused to be sure that members of the panel have not been specially selected to get the right result? How can he be confident of that?
