Education and Inspections Bill
My Lords, I believe that is true also for appeal hearings, but I shall confirm that to my noble friend. On the actual decision to appeal, I believe that that still resides with the parent, on the ground that the parent is the responsible person to take that decision. Of course, we expect parents to consult the child before making decisions that affect the child’s welfare in this way.
