Proceeding contribution from Baroness Howe of Idlicote (Crossbench) in the House of Lords on Tuesday, 17 October 2006. It occurred during Debate on bill on Education and Inspections Bill.

Education and Inspections Bill

My Lords, could that also be extended to cover the case where there is no parent and yet the need for someone to represent the child could take that place? I know the Minister says that is not covered at the moment, but could he consider that to see whether it could be covered?
