Would it not be extremely damaging if that amendment were to get through? It would mean that even if people are perfectly happy with how a company is being run, a very small number of people who decide arbitrarily to turn up at a meeting might make decisions, which would be very serious for other members of the company, who would not have the means to ensure that their voice was heard.
