I am following with care my hon. Friend’s argument. In dealing with the big four, however, is it not clear that there is a lack of ability to prosecute a case against them? Whether liability is limited is not therefore the issue; the issue is whether we can get to them in the first place. Therefore the point that he makes is not really the one that he should be making.
