Proceeding contribution from Lord Davies of Oldham (Labour) in the House of Lords on Wednesday, 1 November 2006. It occurred during Debate on bill on Road Safety Bill [HL].
Road Safety Bill [HL]
My Lords, I am dealing with the amendment before the House. It is not for me to enter into conjecture about what might be done at future stages. If noble Lords went into the Lobby on the basis that there is a broad intention to which they subscribe but aware that the amendment will produce a nonsense which at some other stage ought to be tidied up, that would be acting in an irresponsible way. If we did that we would be continually living in a land of conjecture as to the intent of amendments and Motions. We are dealing with legislation. This House prides itself on the fact—and rightly so—that it is concerned with the detail and revision of legislation which comes from the other place. It should not be suggested, particularly at this late stage, that the legislation may not be quite right but some other opportunity should be taken to amend it. We are not talking about the Committee stage of a Bill but the considered view of the other place as to what should happen to it. An amendment has been tabled which, in my view, is clearly faulty.
