Road Safety Bill [HL]

My Lords, I indicated at the beginning that I knew the noble and learned Lord, Lord Lyell, and I would collide over this Bill on a matter of principle—and so we have; we are quite explicit about that. I have tried to explain the Government’s position as accurately as I can and he has ably explained his own. It is also my task to identify the fact that if this House should vote for this amendment it would have an indefensible and unacceptable consequence. It may not be intended by the movers of the amendment, but that will be the effect. That is one of the reasons why the amendment should be rejected.
