Offender Management Bill

I am sure that, having listened to so much of the debate so far, the hon. Lady accepts that no Member on either side of the House denies that reoffending rates are too high and that more must be done to lower them. Perhaps she will help to educate the House by explaining precisely what the Bill will allow people to do to improve the position. Those of us with misgivings believe that much of the good work she has described, especially work in the voluntary sector, is already being done, and that the Bill will not allow the sector to do more than it is already doing.
