Offender Management Bill
The Government have hung their hat on a heroic leap into the dark by asserting that opening the probation service up to the private sector, as well as the public sector, will reduce recidivism rates in the medium term. Does my hon. Friend expect that the agreements and frameworks that she describes will contain as performance indicators a requirement that recidivism rates will be reduced? If not, what will the Government do about it?
