Offender Management Bill
My hon. Friend has waxed lyrical about the role of the voluntary sector, which nobody would decry. Indeed, it is possible to have the massive involvement of the voluntary sector under the present system. What would the private sector bring to probation, given that most of the private sector providers will simply employ people who have been trained by the existing probation service, albeit on worse rates of pay and conditions?
