Offender Management Bill
As my hon. Friend knows, I was at the NAPO conference when the hon. and learned Member for Harborough (Mr. Garnier) was speaking. He did his best to give every impression to the members of the probation service that the Conservative party would oppose the Bill, without committing himself at all.
