My Lords, I heard what the noble Lord said about participation in elections and will reflect on it. I said that non-Papuan migrants make up about 35 per cent of the total population of Papua. As I said, we will do everything that we can to support the implementation of the special autonomy law and the dialogue between the representatives of the Papuan people and the Indonesian Government. In the mean time, we are working to improve the economic and political situation for ordinary Papuans through targeted development assistance, the encouragement of dialogue between the Government and their representatives, and project-funding to improve human rights and local government accountability.
