Corporate Manslaughter and Corporate Homicide Bill

Before the noble Lord sits down, I have listened with great interest to what he has said. I will read Hansard, but would not anything that he has said as a justification for excluding the Prison Service apply equally to BP, Glaxo Smith Kline or Accentia? All the Minister’s arguments are a justification for excluding any organisation. Why is the Prison Service being singled out?
