Proceeding contribution from Baroness Gardner of Parkes (Conservative) in the House of Lords on Wednesday, 17 January 2007. It occurred during Committee of the Whole House (HL) and Debate on bill on Mental Health Bill [HL].

Mental Health Bill [HL]

I thank the Minister for those comments. They will be very valuable to the people concerned, who were worried that they would not be seen to be independent. It is quite clear thatthe employer is the local authority, which carries the ultimate responsibility. I should mention that the noble Baroness, Lady Howarth, said I could quote her. She has been very helpful in discussing this issue. The fact that those comments will now be on record in Hansard will in itself be valuable. It may be that the matter does not need to be pursued further. But that remains to be seen. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendment No. 34 not moved.]
