Proceeding contribution from Earl Howe (Conservative) in the House of Lords on Wednesday, 17 January 2007. It occurred during Committee of the Whole House (HL) and Debate on bill on Mental Health Bill [HL].

Mental Health Bill [HL]

In welcoming the latter assurance, as I certainly do, I must express my disappointment with the bulk of the Minister’s reply. I do not accept his explanation. If one reads the amendment, it is clear that I do not propose removing police stations altogether from Section 136. I am quite consciously not doing so; there is a clear exception built into the wording of the amendment. I accept entirely that there are situations where there is no other option than for somebody to be in police station—for example, in rural areas or when somebody is very violent. I give way.
