Antisocial Behaviour
I am listening carefully to what the Minister is saying. Is it not the case, however, that although it is all too easy to heap blame on, and look for solutions from, the police and local authorities, by the time the yobs and louts come to the attention of the police, the trouble has long since set in? The cure does not lie with the police; it lies further back, with schools and families.
