Antisocial Behaviour
The hon. Gentleman is generous in giving way. It is important to note for the record that Councillor Derek Sawyer, who was a Labour member of the Metropolitan Police Authority and former leader of Islington council until the tragic death of Councillor Milton Babulall in November 1999, when the Liberal Democrats took over, invented and pioneered the use of acceptable behaviour contracts in Islington. The new Liberal Democrat administration continued with them.
