Antisocial Behaviour

Do hon. Members want to go through every council in the country in an attempt to score points for the benefit of their local newspapers? I share the view of the hon. Member for Arundel and South Downs that the Government’s top-down, ““we know best”” approach is rarely effective. I have seen much good practice in many areas of the country and I do not necessarily claim that only the Liberal Democrats put forward good ideas. We simply seem to devise many more than our numbers would suggest.
