Antisocial Behaviour
Is my hon. Friend aware that endorsing the driving licence of a convicted yob, or imposing a driving ban on them, even when the offence has nothing to do with motoring, has proved to be highly effective in the United States of America in deterring antisocial behaviour? Should we not try that over here?
