Social Security
The hon. Gentleman should not infer from my speculative questioning that I am trying to lead the social justice policy group one way or the other. It is an independent body. For the avoidance of doubt, I should say that I was not advocating different measures; I was merely asking whether the Ministers had thought about using different measures for different benefits.
