Welfare Reform Bill

I am grateful for that. I see on pages 39 to 42 of what I referred to earlier as the little red book that the Government of the day can add the descriptors together to come to a final result, as the Minister said on Second Reading. However, in parliamentary terms regulations can be altered almost at the stroke of a pen whereas primary legislation takes a lot longer to achieve, even if one can persuade one’s own Government to find the time. Relying on regulations does not seem particularly satisfactory. As usual, I shall ponder what the Minister has said, but I most certainly reserve the right to come back to this on Report. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
