Planning-gain Supplement (Preparations) Bill
My Lords is it usual for a Government to come forward for unexplained and unitemised expenditure? I said that we were passing a blank cheque. We do not know how much this will cost—how much the Government are asking the country to spend. There is no business plan as far as we can see because it has not been presented to us. Is it not an unusual thing to ask the House to do without the Minister indicating how much we are likely to be asking the country to spend?
