I must apologise to the hon. Gentleman for speaking for longer than I intended, but that was because I took many interventions, including two from him, so perhaps his observation was somewhat churlish. Is the hon. Gentleman aware that the community alternative policing strategy that is being adopted in Chicago is different in many ways from the strategy in New York? It does not employ the same kind of zero-tolerance policing, although that phrase was never used in New York. The safer neighbourhoods programmes in the Met are largely based on that scheme. Has he been to Chicago to see the scheme and does he really understand what he is talking about?
