Offender Management Bill
Can the Minister clarify paragraph 29 of the report of the Delegated Powers and Regulatory Reform Committee, which says in large print that, "““we consider that it would be desirable for the power to be explicitly limited in this way””?" Is that compatible with what the Minister has just said?
