My Lords, there are20 minutes on the clock. Did I understand the noble Lord to say that the Government will hold debates in both Houses on their intentions for the forthcoming summit on 21 and 22 June before the Prime Minister signs up to anything, or is it all being left to the usual historic abuse of the royal prerogative? I also asked a question about secrecy.
