Local Government and Environment, Food and Rural Affairs
It is our job to set the starting point and to let the committee discuss that. There is an important problem with the timing. The first carbon budget is supposed to start in 2008, which is next year. We cannot wait until 2009 for the committee to report on what the end-point target should be. If we start setting budgets that are based on the wrong assumption, it will be difficult to get back on the right track.
