Afghanistan

We have moved from a situation in which we had very few poppy-free, or heroin-free, provinces to a situation in which we have quite a number. Our aim must be to increase that number, but the issue in Helmand is a very big one, because it is responsible for half the production. That is where we must make progress. I am not setting a target. What I will say is that while the combination of the measures that we outlined is necessary, what is also necessary is a central Government who are prepared to take the action. That is why I am impressing on President Karzai the importance of his taking a lead.
