Sale of Student Loans Bill

As ever, the hon. Gentleman is making an interesting case. The point made by the hon. Member for Hayes and Harlington seems to be the pertinent one. That is why I favour amendment No. 9 over amendment No. 4. If the Minister tells us that paragraphs (b) and (c) cannot be prefixed by ““shall””, he will contradict what he said during earlier consideration of the Bill when he explicitly talked about paragraph (a), which is supported by the correspondence to which the hon. Member for Wolverhampton, South-West referred.
