Climate Change Bill [HL]
I have no need to take a lead from the Lib Dems on these matters. I was seeking to suggest that I was at one with the Minister in accepting that this section applies to a whole area of economic activity. One would imagine that there will be a gradualist approach. We will learn a lot from the major schemes, which are already in existence, and soon be able clearly to define where it is no longer viable for these schemes to be introduced. But this is not the place for me to say what that position is as far as the Opposition are concerned. Clause 37 agreed to. Clause 38 agreed to. Schedule 2 [Trading schemes]:
